Social Insurance Hotline Cards – Get Them and Share Them at si.genu.cc/SH-cards
Major changes in social insurance eligibility mean more workers can now enroll. As of October this year, workers doing 20+ hours weekly at companies with 51+ employees are eligible for shakai hoken (employee pension and health insurance). This follows previous expansions covering companies with 501+ employees (from 2016) and 101+ employees (from 2022).
The General Union continues to fight against employers who try to avoid enrolling eligible workers, whether through manipulating contracts, misclassifying employment status, or understating working hours. We’ve seen this at universities, English conversation schools like GABA and NOVA, and in the gig economy with services like Uber Eats.
To help workers understand their rights and check their eligibility, we’ve created Social Insurance Hotline cards. These cards provide access to:

- Our social insurance questionnaire at genu.cc/shakaiQ (helping us gather data about immigrant workers’ enrollment)
