Concerned that negotiations with ECC were making little progress the General Union applied for mediation at the Osaka Prefectural Labour Relations Commission. The union was seeking the assistance of an independent body to facilate talks over permanent employment opportunities and special leave for instructors, and to avoid industrial action.

ECC has now officially rejected mediation. The union is left wondering if ECC is an equal opportunity employer.
