Taking annual leave immediately before or after the official ECC summer and winter break is dependent on winning the ALP lottery. This left teachers with a lot less flexibility than their colleagues working in the Kanto and Kinki districts. After continued negotiations ECC has finally agreed to abolish the lottery from April 2011 and implement an annual leave application deadline for the summer and winter breaks as in the Kinki district.
